Have used both Racers and Tektro R559 brakes. Paul's: were hard to get centered for me. So many points of adjustment possible on them. Hard to get cables attached. I was new to center pulls though. Got easier each time I messed with them. They were great with salmon pads.
R559's: install and set up waaaay easier for me. I like them much better. More user friendly for an un-mechanic like me. Both stop and feel just as good to my unrefined hands. I am not a brake connoisseur. So I don't know from modulation.
