I don't think so. I don't see why the AACR2 rule is bad. By reading common words twice, it produces a title proper which corresponds with the likeliest form of title to be found in a citation, plus a parallel title which is normally available as an added title access. If direct transcription is to be the rule, then we should also transcribe title pages, screens, or other sources directly, from top to bottom. Even so, we can't transcribe the layout and the typographical emphasis; were that really necessary, it would be better achieved by linking page images to the bibliographic record (something which I think might actually be useful for early printed works). Part of the art of cataloguing is to categorize and organize. 1.6.6 fails in that.
