This Apple tech note, http://docs.info.apple.com/article.html?artnum=25517,
tells you what OS shipped with each computer. That is the oldest OS that you
can install. The OS that shipped with the computer may be computer specific.
It looks like your Mac Mini shipped with 10.3.7.
