One other thing to consider in the developer world may be that it might be perceived as hard to justify a plugin, plugin collection or any IDE add-on as being priced at more than the cost of an entire IDE and compiler, since an IDE+framework+compiler is a much bigger and complex project to write than a set of plugins.
