Wouldn't it be enough, if you have a tool that could compare your
currently running server to one that would have been re-installed
from scratch? Lokking then at the changes between those, you can
decide what to move from the currently running server into your
config database or you can choose how to modify your install
scripts.

I had similar things running some years back and enjoyed seeing
exactly what has been installed and configured on the local system.
Re-installing wasn't at some point necessary anymore, as I did get
a complete listing of changes, even including the /tmp dir etc,
so I knew exactly what is going on.
