Well, I'm a bone-head.  Turns out to be much simpler than I was making it.

I wanted the X server running on my system, but the window manager et. al.
to be running from the remote machine.

I simply started X on my local machine under cygwin, connected to the remote
machine via ssh, and executed the command 'kdeinit +kcminit +kdesktop
+kicker' and everything is beautiful.

By the way, in the process of investigating this, I found there is a
sourceforge project that has a KDE port to cygwin that works rather nicely.
Not useful for my purposes, but nice to know none the less.
