They are RPM package fragments and contains the package description
and management information necessary for learning about a package
and for solving dependencies, for instance. Since the RPM header is
a fragment of an RPM package, a header is downloaded for each new
package that is available at RHN.

Rather than deleting all these headers manually, I would suggest you
install a simple cron job to get rid of headers once they are older
than a few months or so.

Whether to keep downloaded packages in the spool directory, can be
switched on/off with up2date-config or up2date --configure.
