no file /usr/sbin/in.telnetd when trying to get into machine viatelnet.

I can't telnet into my machine..when I look in the secure log it says
there's no file or directory /usr/sbin/in.telnetd.

I have ipchains running to do NAT/Masqurade and am wondering if this has
something to do with that.
