Unidentified subject!

Hello list lookers:
                   Can someone give me the name of the file I would change
permission on so that I might gain access to the "Network Configuration"
button in the "Control-Panel" in Xwindows. I want to use "Network
Cofigurator" to go online as a user rather than as root. Su fails to help
in this situation for some reason.
