I suggest doing a "man who" and finding out what it really does.
Just running "who" should provide a list of everyone who is
currently logged into the system. This is derived from the /var/run/utmp
file. An optional parameter is to specify an alternate "utmp" style file
such as /var/log/wtmp, which would give you a dump of who had logged
in during the period of time covered by that file.
Another set of option parameters is the unique sequence "who am i"
which returns your user name and terminal identifier for that shell.

The real answer to the question that was asked is to look at a
couple of things. The permissions on /var/run/utmp may be wrong and may
be refusing read permission to you. The programs in question (login
programs such as gdm, xterm, ETerm, gnome-terminal or such) may not
be properly updating utmp (this might indicate a version skew problem in
the installation). You may have been broken into and the intruder may
have replaced your programs with "root kit" versions which are not
providing/displaying that information.
Check the time of last modification of your /var/run/utmp file
and see if it's getting properly updated.
Playing with "gnome-terminal" from RedHat 6.1, it appears that it
is NOT updating /var/run/utmp properly. This should be considered a bug
in gnome-terminal, and possibly a security problem. Personally, I
prefer Eterm or xterm. Doing a "who" on my system shows all the users
that are using xterm or Eterm and none of the ones using gnome-terminal.
If it's a problem with gnome-terminal, then the solution is to
report the bug and then quit using gnome-terminal. There are equally
viable, usable, terminal programs which don't have this bug.
