Is Apache running chroot'ed, and /doc/ is a symlink pointing outside the
chroot? With an FTP server the symlink wouldn't be readable in this case,
maybe that's the same with your apache installation?

Just a thought (might be silly), but check /etc/passwd for the home
directory of the apache user.
