Regarding the inverse siphon, You can skip the problem very easy; make a little hole with a drill in the return at the same level of water line of your tank, when the power goes out, the inverse siphon begins, but when the water goes down of the level of the hole, the return will take air and the siphon will be broke and in that way you can have your return at the botton on thetank.

Once i came home and my room�s carpet was all wet because light went
out. so
it is necesary to have enough room in the sump to hold all the water
that
comes from the siphon and not overflow it.
And in this way you will achieve a better surface movement.
Adding more power heads will help but they look horrible, so less the
better.

You want your outputs at the top of the tank so if the power goes off,
the
water does not backflow and overflow the sump. You should be able to
shut
the pump off and let the tank drain until the siphon in the output
breaks
without overflowing the sump. You can put a small powerhead in the tank
facing up towards the surface to help agitate it, and an output from
your
sump pump aimed across the top of the surface of the tank will help as
well.
