Well, most Amateur rigs don't even bother to filter off the CTCSS. He could buy a commercial rig and use his big speaker, in most cases. Amateurs simply don't demand anything -- most don't even know what the hell is going on -- and almost none are clueful enough to write a manufacturer and say, "It'd sure be nice if you'd filter off 300 Hz and below before sending it to the radio's speaker!"
