Wrong question.  How about:

"Why can't the Amateur community seem to convey this really simple 
concept to new repeater users without alienating them?"

LOL.  Well, most Amateur rigs don't even bother to filter off the CTCSS. 
  He could buy a commercial rig and use his big speaker, in most cases.

Amateurs simply don't demand anything -- most don't even know what the 
hell is going on -- and almost none are clueful enough to write a 
manufacturer and say, "It'd sure be nice if you'd filter off 300 Hz and 
below before sending it to the radio's speaker!"
