Your kerchunkers are most likely licensed hams. This is an issue as old as repeaters. It's illegal to kerchunk without ID-ing, but there's not much you can do about it. Is the repeater PL access? Use decode on your receiver, and all you'll hear is a quiet squelch break, no courtesy tones, IDs or squelch tails (if it's set up right.)
