Here the modem isn't working at all for some reasons. You can get the logs of the modem driver with 'adb logcat -b radio'. The GettingLogs[1] wiki page has more details on how to do that. If you paste logs here, in general it might be a good idea to remove mentions of the IMEI and the traces related to it, however here the modem most likely didn't boot, so it's most likely not able to retrieve the IMEI.
