IMPALA-15463: Use Kudu live row count stats
Use Kudu's getLiveRowCount() when HMS row count isn't available. This
affects planning and SHOW TABLE STATS.
Adds a RESULTS:RETRY=N section to allow retrying queries while waiting
on asynchronous Kudu operations.
Updates tests that previously relied on Kudu returning -1 rows.
