IMPALA-8731: Balance queries across multiple executor groups
This patch add a new admission control policy that attempt to balance
queries across multiple executor groups belong to the same request
pool. This feature can be enabled by setting startup flag
'-balance_queries_across_executor_groups=true'. The setting is off
by default.
Testing:
- Add e2e tests to verify the default policy and the new policy.
