I think this depends mostly on how you buy. When using a corporate account most vendors (HP, Dell, etc.) will sell you a "gray" laptop/ desktop/whatnot without an operating system license (as the company buying typically has their own M$ license that gets applied when the device gets installed).
Unfortunately this does not apply to purchases made as a consumer or through a web portal.
