So, I suspect that a lot of this is due to lease file confusion between the initscripts and NetworkManager; they're using different lease file names, so dhclient does DISCOVER instead of just renewing the existing lease. As a workaround in initscripts, you can massage something like: http://git.fedorahosted.org/git/?p=initscripts.git;a=commitdiff;h=60b84547c03ec7d82633f3c9d6939af4747a6bff to apply on RHEL 6, and remove your lease files and reboot. I've filed a bug to have NM adjust to the existing lease file names on RHEL 6: https://bugzilla.redhat.com/show_bug.cgi?id=817660 which would help as well.
