Check to see if your drive is in DMA mode, as noted on this page:

I had the self same problem on my laptop after ripping a particularly
scratched (= not mine) CD.

What's worse is not only does the CD rip speed drop, but it also
hammers the CPU and RAM, so the encoding is nobbled too.
