I may have misunderstood you, but it sounds to me as if you may be
misinterpreting what Foobar 2000 actually does with replaygain tags.

Are you expecting that if you switch on the option "use peak info to
scale down peaks that still clip after applying replaygain", then when
you calculate the replaygain tags they will be adjusted downwards if
necessary? If you are, then that's not how it works. That option is a
*playback* option, and does not affect the tags which are created.

At the moment, the only way to ensure you don't get clipping due to
replaygain when playing back on a Squeezebox is to amend the relevant
values in the TRACK and ALBUM tables in the MySQL database *after* the
Scanner process has set them up. All it requires is to run two SQL
update statements, as detailed in the bug report referenced earlier in
this thread. (Alternatively you could modify the tags in the individual
files before they are scanned by SlimServer, but I'm not aware of any
utility that will do it en mass, so it would be a mammoth task).
