You could search google for a tool that can trawl your library and "pad
out" the metadata header to give you enough room to move.  As others
have said, the only time mp3tag is slow is if it has to rewrite the
entire file in order to include the metadata you're adding.  All
software would have the same problem and I'm sure many would take even
longer - mp3tag is generally extremely fast processing tags and an
overall fast performer.  

What *may* work is to ensure mp3tag is configured as suggested in the
slimdevices wiki and then to load your entire library, select all
files, right click and select Tag Cut and let that run its course, and
then when that'd done, right click again and select tag paste and let
that run its course.  You may need to let the Tag Paste operation run
overnight as your entire library may need to be rewritten.  If I'm not
mistaken, mp3tag will rewrite the files, relocating the metadata header
to the appropriate place and also leaving enough room for general
tagging operations.
