Yes sir. You might want a couple of the more or less standard plugins
e.g. for retrieving cover-art from amazon.

I *think* it goes as follows. You can choose to let Picard clear all
tags before writing new ones. This way you'll obviously end up with
exactly what Picard retrieves from MB. If you do not choose to clear
tags I believe that Picard will override all fields that has MB-data and
leave the others unchanged. Exactly how this would affect you is hard to
say in general though. There may be other ways of transferring your old
tags that I am not aware of though. Just out of interest, could you give
an example of special stuff you are doing?

Basically after signing up at www.musicbrainz.org you can add, edit etc
at your hearts will (But it is recommended to have a look at the
guidelines if in doubt about formatting etc). For the user-specific part
its certainly possible, in Picard, to manually edit, add, and override
all information that is pulled from MB and keep that locally. This
includes semi-clever stuff such as applying some tag to all marked files
and such. 

I've been meaning to look into smarter ways of doing this. If I learn
something I'll report back.

Edit: Btw. the webpage, and in particular the wiki which contains the
guildelines and such, is a bit of a mess IMO. I'll be happy to answer
questions here to the extent that my knowledge suffices.
