In theory, yes. -Picard- can be tweaked pretty much to do just what's
needed/wanted. I'd still recommend to also use -Mp3tag-, for diagnostic,
repair and "mass tagging" purposes.
Plus, you need a (JavaScript-enabled) browser to add/edit releases in
the MusicBrainz database.

Picard will overwrite tags it knows about and leave all others alone
(unchanged).
A feature often overlooked is the built-in "Tagger Script" which allows
(for instance) to selectively disable overwriting tags, change tags
(i.e., remove the " (disc x)" appended on multi-disc releases and store
it as a disc number tag instead), and add tags.
