That should be the default setting.  It's a checkbox in Options > Tags:
'Preserve file modification time when saving tags'.

But see my response above.  Most backup software doesn't need to see a
changed timestamp.  Any time you save a file, even if the modified time
is preserved, the ARCHIVE attribute is set.  Virtually all backup
software keys off of this attribute, as that is exactly what it was
designed for.  If ARCHIVE is set then it means the file has changed and
needs to be archived (backed up).  After backing up the file, the
software clears the ARCHIVE attribute.  You can view file attributes in
Windows Explorer by right-clicking in the column headers and checking
'Attributes'.  Then you should see all of the file attributes that are
set: A=Archive, S=System, H=Hidden, R=Read-only.
