Then I would tag the latter

ALBUMARTIST=Tom Petty and The Heartbreakers
ALBUMARTISTSORT=Petty, Tom and Heartbreakers, The
ARTIST=Tom Petty
ARTISTSORT=Petty, Tom

By tagging Tom Petty as an artist on the album, the album will show up
among his albums.  The artist displayed under the album in the web
interface will be the ALBUMARTIST, "Tom Petty and The Heartbreakers". 
You'll end up with two distinct artists in the artist list.

Probably even better for you would be:

ALBUMARTIST=Tom Petty and The Heartbreakers
ALBUMARTISTSORT=Petty, Tom
ARTIST=Tom Petty
ARTISTSORT=Petty, Tom

Then when you browse albums and sort them by artist (as you can in the
web interface), the "Tom Petty and The Heartbreakers" albums will be
mixed in with the "Tom Petty" albums".
