True, but if the user (or the site administrator) is asked to specify a 
timezone, then they will expect all of the non-calendar functions 
(timestamps on messages, etc.) to appear in the correct timezone.  This 
creates the opposite problem -- we then have to convert the Olsen timezone 
to something that localtime() et al can parse -- again, using API's that 
appear to be missing.
