I can recall that that may happen several situations.
(1) The system that is Running the Web Publishing process has other processes that use all the resources, (2) The model being published is large, (3) There is an extraordinarily large diagram being published.
One thing that has helped for me is to go to Select the menus: Tools > Web Publisher > Diagrams (button)
and select another output graphic format. Try with JPEG instead of the
Portable Network Graphic (PNG), which is the default.
Maybe that might help?
