Open a KDE file dialog from any application, right-click in the icon area on the left hand side, say "Add Entry..." and you should get a dialog for description, URL and icon. And at the bottom of the dialog, at least on my screen here, is a checkbox saying [x] Only show when using this application (Rosegarden) or (KMail) or whatever application you were using.
