As you say, it does not support IDE HD4 but, for me, that is not an issue since HostFS works perfectly well, in its stead. To try 5.19, at zero risk, I would suggest that you make a backup copy of the entire RPCEmu folder, in Program Files. If the 5.19 upgrade is successful, well and good. If the 5.19 upgrade fails, you can revert to the backup. Nothing to lose!
