I'll note that we should assess the potential breakage from this change before
committing too deeply for 6.1.
These files classify as rpm internal affairs and packages making assumptions
are kinda asking for trouble, and *some* breakage is inevitable I think. But we
also just said we're done breaking s**t for a while in
