I think we want x264-0.148 , from F27/F28 branch , if we need soname
bump in both ffmpeg and x264, we need to set %global _with_bootstrap 1
in x264.spec , build x264 (bootstrapped) , after build ffmpeg (with new
x264 in buildroot or with buildoverride) and after build x264 without
global ( #global _with_bootstrap 1 ) [2]
