Basically yes, the idea is to test ffmpeg from the f27 branch( 3.3x) for el7 and rebuilt dependent applications. There is a need to get the x264/x265(others?) Once basically tested, one need to handle the update. We could eventually update to ffmpeg 3.4 there. (but this would need to be tested). Another way to do this would be to updates ffmpeg from the fc27 branch anyway and hold the push to stable until all packages are fixed. I have a less preference for this but since it might better describes the current ressources...
