That PR looks OK to me. For the issue I raised, maybe:

This document specifically removes support for displaying math in Unicode or as 
dedicated SVG figures ...

This leaves the door open for SVG figures that incidentally contain math. Such 
figures might be problematic for accessibility, but that's a more general 
concern with figures anyway.

I think that has to be qualified. It could happen that a diagram
contains a fragment of math notation, for example in the label of the
axis of a graph, and we don't want to accidentally forbid that.

     publication formats.  After implementation of this policy,
     mathematical notation in RFCXML and the HTML publication format will
