This $10 fee was required for outsiders attending the Duluth Convention. The
host club's (PPSSW) hands were tied in what they could do to encourage local
participation. The NASG fee left a bad taste in the mouth of local model
railroaders.

  Ed,

The surcharge started at $10 per registrant, and is still the basic surcharge
mentioned in the NASG Convention Handbook (available on line at the NASG web
site). Starting about 5 to 7 years ago (can't remember which convention it
was) the convention host group at that time stated they wanted to make the
surcharge equal to an NASG membership ($20 at the time), and then use the
surcharge to purchase an NASG membership for the registrant. NASG agreed to
that, and most NASG Convention host groups after that time followed suit.
However, all that NASG still officially requires for a non-member surcharge is
$10 per registrant. Remember the maximum NASG has approved for the non-member
surcharge is $20. Annual membership dues are now $25.

That surcharge used to be equal to one year's dues which made you a member
and allowed you to register. Maybe the surcharge is smaller these days? Could
be, but I have not seen any announcement of a change like that. Then again,
there are lots of things I have not seen. At my age,I can barely see the dim
data. Cheers....Ed L.
