If the wheelsets and the trackwork are to specifications (S3 & S4 as I
recall), that shouldn't happen, irrespective of whether the journal is cone-
or cylinder-shaped. Check-gauge pulls the flange away from the point so
there's no contact.
But that's just theory. In reality, who knows? I think if I had that
situation I would want to get out my test-car, the one that's just a clear
plastic floor, affix one of the offending ACE trucks, and roll it thru the
frog & guardrail area while watching carefully.
