Hi,

if you want to give it a try have a look at 

   sage/rings/polynomial/polynomial_singular_interface.py

it should contain everything to make it happen. Basically, all you need to do 
is to add a case for creating the appropriate ring in Singular and then 
enable to conversion to Singular by adding the right fraction fields to the 
list of accepted base rings.
