I could fix the problem by adding SAGE_SRC/sage/ext in the list of include_dirs. I really find it strange that the header is not put into a shared folder. Anyway, I have replaced the untested spkg on the "official" website. Can you test if ./sage -i http://sage.math.washington.edu/home/SimonKing/Cohomology/p_group_cohomology-2.1.5.spkg works for you?
