    Here is another idea : don't put the interface to the external package
    in sage-the-library, but in an optional package.


this presently means that such packages become upstream w.r.t. Sage.
An extra burden to maintain etc...

I'm not sure I understand how it can be an extra burden, and I have no clue about the caetera...
