Many people involved with Sage have reported bugs to Maxima, usually with 
the behaviour nicely isolated. On several occasions, the reporters have 
helped with finding solutions, or even suggested complete patches to be 
made. We have worked very closely with the ECL developer at the time and 
helped to adapt the ECL library interface for easier embedding, which will 
also be useful for other embedding applications of ECL.

Similarly, people have dived quite deeply into gap and singular to get 
library interfaces to those systems, and have subsequently worked with 
those projects to stabilize those interfaces. Same for Pari/GP. If you want 
to read up on the issues, you can look at the issue trackers (I wouldn't 
recommend it). So I think your criticism that "sage as a whole" tends to 
plead ignorance of the software it depends upon, is quite unjustified.
