Afaik all library interfaces (in particular libGAP) have only Sage->Library references. So Sage objects can keep library objects alive, but not the other way round. Once the Sage objects get collected, the library GC will do its part. Of course you can still have memory leaks, either in Sage or in the library, but there is no insurmountable obstacle.
