Dave,

setting up your own Reverse pointer is will not work unless that Reverse Ip
lookup is reffered to your own dns servers.

It is similar to a domain name. You specify the dns name servers for your
domain name while registering. and use these servers to host the dns records
for your domain.

Similarly, the Ip address (static or dynamic) allocated to you should also
have an entry in the arin or apnic or etc database. If the Reverse PTR
delegation has been delegated to the ISP, then The ISP has to re-delegate it
to your DNS servers. or simply adding a ptr record for that Ip address in
their dns servers.
