Details:
The subject says it all. I have Russian in my browser language preferences set
to a higher priority than English. When I enter https://gna.org or
savannah.nongnu.org the whole screen is filled with garbage. Switching
encodings doesn't help, it looks like it's a double mismatch encoding bug.
It's a obvious and easy to fix error, but quite annoying.
