"news" is not a good name. We want it for news, but also for recipes and
project description and tracker item submission preamble (wherever we want to
allow complex html).

"short comment" is also a bit long :(

How about, for the formatting level argument :
  - full (headers + hr + lists + bold/italic + links)
  - rich (hr + lists + bold/italic + links)
  - poor (bold/italic + links)

(I had a hard time to find names that actually means something :) unconfusing
between the last two)
  
Or maybe using 0,1,2 would save us the time to find names (but indeed it is
less developer friendly in the long run)

I guess that by default it should go for the more restricted (more cases and
more secure to be more strict by default and too relax when necessary than
the contrary).
