Follow-up Comment #48, task #2874 (project savane):
I think it makes sense to refactor the markup function as well as the
utils_make_links function.
I would remove the calls to the utils_make_links function and integrate the
code into a special markup function, which fulfills the specifications of the
"basic" markup, i.e. links, strong, and emphasized text. This means in
particular that this special markup function will not return the text within
<p> tags.
