A further note: 

The outstanding problems (no Bugs Tracker, and unable to change stuff in
editgroupfeatures.php) seem to me after all these php.ini tests to be a MySQL
problem (or rather a problem between MySQL and PHP), more likely than a PHP
configuration problem.  I did try changing quite a number of other php.ini
settings, and none had any effect on these issues.

Anyway, when I try to change things on editgroupfeatures.php, the resulting
message I get at the top is always "Success: Update successful;".  So PHP
seems to *think* the update was successful, even though it actually wasn't.
