I couldn't say where that came from with the harp, but my guess is
that the idea originated with the early piping competitions of the
late 19th century, like the Cowal Gatherings.  I haven't seen any
of their programmes, but at least, their published collections (much
later) are mostly made up of such (with jigs and few hornpipes) - no
slow tunes.
