Hmm, remember that with ATX, the Power is controlled by the Mainboard,
not the PSU.  The power switch (on the case) should be connected to a
jumper on the Mainboard marked 'Pwr' or something similar.  As long as
this is connected, and the main PSU Power connector is not damaged (I've
seen a few where the main 12V line was not fitted in the plug
correctly), then all *should* work OK.

If the mainboard is hooked up to the case and PSU correctly, and it
still doesn't work, then it is likely a dodgy PSU.
