How about the little red switch external to the back of the case right where
you plug in the black power cord. Switch must be at 115, not 220. Once, and
I don't know why, I fired up a built computer and nothing, and when finally
looked in back, it had been on 220, and nary a sound when turning on.
Switched to 115 and fired up nice.
