This is a rough guess from the little I've dealt with ATX systems:
did you connect the power switch to the motherboard ?
As I recall, the power switch on the case is connected to the m-board
in an ATX system. The power supply does not have the switch pre-wired
to it.
Just a thought as I've built only a couple of ATX systems.
